Caroline County VINELink Coverage
Maryland VINE and VINELink provide an automated notification layer for participating local detention, state corrections, court, and community-supervision events. Caroline County’s own Department of Corrections FAQ directs people to VINE for release, escape, and transfer notices. It also describes Caroline County parole and probation events such as review, hearing, supervision change, rearrest, and due-to-release status.
That local endorsement matters. Caroline County publishes no official online jail roster, recent-release archive, or mobile jail app. VINELink can therefore supply a prompt person-specific event when the participating agency updates its record. It does not produce a full list of everyone released in the county, and it does not replace the timestamped jail or DPSCS record.
The service does not cover a sentenced federal prisoner in BOP, a federal pretrial prisoner in USMS custody, or an ICE detainee. Use the BOP locator for federal sentenced or released results. ICE has its own detainee locator with limited recent-release coverage. USMS has no public person locator.

Search Caroline County VINELink Records
Search one person at a time. Start with enough identifying detail to avoid a namesake. VINELink accepts a name or offender identifier where the agency supplies one. A spelling difference, name change, or data delay can prevent an expected match, so a no-result should be treated as unresolved rather than as proof of release.
- Open VINELink and choose Maryland, or call Maryland VINE at 1-866-634-8463.
- Select the offender or custody search offered for Maryland.
- Enter the full name or offender number. Use any available age, middle name, or other detail to separate namesakes.
- Open the specific person record and identify the reporting agency, current custody status, facility if confined, and any supplied release date or event.
- If the record says released, save the event and date, then compare them with the county or DPSCS record and the Maryland court docket.
- If no record appears, try verified spelling and identifier variants, then check whether custody moved to a system VINE does not cover.
A Caroline County jail result should be read as local custody data. A Maryland prison result is state custody data. The same person may move from one source to another after transfer. Search again and renew notification registration after that move because one registration should not be assumed to follow every custody change.
Note: A result should be matched by more than a name before its Caroline County release event is treated as the correct person.
Caroline VINELink Release Record Fields
The fields depend on what the participating agency sends. The Caroline County person record may show custody status, current facility when still confined, an offender identifier, and a release event or date. A field can be missing even when the agency has more information in its internal record.

A “released” status can mean the supplying agency changed its custody record, but it may not explain whether the person went home, entered supervision, or moved under another legal authority. Use the Caroline County jail departure record for Caroline County release type, time, authority, and destination. Use a DPSCS record for a state-prison release or discharge.
Maryland Judiciary Case Search can add context. A `RELS` event means released from commitment, while `BOND` and nearby disposition entries can show why. The docket remains a court summary, not a substitute for the physical-custody record.
Caroline VINE Supervision Alerts
The Caroline County Corrections VINE guidance adds a local layer beyond a basic jail-release notice. It points to release, escape, and transfer alerts and describes parole or probation events that can include a review, hearing, supervision change, rearrest, or due-to-release status. That breadth is useful when a person leaves the secure jail but remains under legal control.
Those alert types should not be merged. A parole review is not approval. An approval may still have unmet conditions and is not the same as physical release. A supervision change can alter reporting without ending the sentence. Rearrest creates a new custody event and may affect the earlier case.
This county-level VINE route is especially important because Caroline has no public roster or released-person feed to cross-check. The official FAQ page shown below documents that local notification role.

Register Caroline VINELink Release Alerts
Registration must attach to the exact person record. Maryland’s official materials describe phone, text, email, and app channels where available. More than one contact method may be added. Keep those details current, and do not route a phone alert to a switchboard that cannot accept the confirmation PIN.
- Open the matched person record and choose the custody-change, release, or court-event notification offered.
- Add a phone number, email address, text number, or app channel as the record permits.
- For calls, create a memorable four-digit PIN. Listen to the full message, then enter the PIN followed by the number sign.
- If a call is missed, expect possible repeat attempts for at least twenty-four hours or until the event is acknowledged with the PIN.
- If the PIN is lost, call the toll-free VINE line and press zero for the round-the-clock operator to reset or cancel it.
- For email, watch for the status-change message. Email does not use the phone PIN.
- Search and register again after movement between District and Circuit Court, local jail and state prison, or custody and parole or probation.
PIN entry tells VINE that the event was received and stops repeat calls for that event. It does not verify that the underlying data is complete. Registration also should never be assumed to transfer from the Caroline County jail record to a DPSCS or DPP record.
Note: Use more than one offered alert channel when a timely Caroline County custody change is especially important.
No Caroline VINELink Search Result
A missing result has many possible causes. The name may differ from the spelling entered. The person may have moved to another participating record that requires a new search. The source feed may be late. The information may be sealed or limited. A federal, immigration, or out-of-scope agency may hold the person.
The DPSCS Incarcerated Individual Locator is not a released-person fallback. It includes certain people currently confined in covered Maryland facilities and expressly omits people no longer in custody for any reason. A no-result there also cannot prove release. If the person was last held at Caroline County Detention Center, call 410-479-2517 and ask whether staff can confirm current custody. If not confined there, request the existing departure record.

When a state-prison match disappears, request the DPSCS commitment and release or discharge record. The public locator excludes all people no longer in custody, including those released or escaped, and does not publish supervision status. VINE may preserve a supplied change event, while DPP may hold a later parole, probation, or mandatory-supervision record. These sources describe different stages and should not be forced into one status.
A qualifying record in the Maryland Sex Offender Registry is also narrow. It can show a continuing registration duty and photograph, but it does not establish the exact date or type of Caroline County jail release. Nonappearance is meaningless for anyone outside the registry’s legal scope.
Confirm Caroline VINELink Release Events
VINE is an alert service. It is not a certified release record and does not guarantee immediate notice. After a released event appears, seek the record from the agency that supplied the custody data. For Caroline County detention, ask for the dated release or transfer entry, legal authority, release type, and destination. For state prison, request the DPSCS release or discharge record.
Compare the event with Case Search. A dated `RELS` entry is useful, but the nearby `BOND`, commitment, sentence, and disposition entries determine context. If the record shows a transfer, use the receiving jail, DPSCS, BOP, or ICE system. Leaving one facility is not always freedom from custody.
Keep the VINE event time and the official record time separate if they differ. The alert may reflect when the source updated its data rather than the exact moment the person left. When records conflict, the timestamped custodian record and court order are the stronger sources.
For county custody, request the existing booking and departure entry from Caroline County Department of Corrections through the county Public Information Act route when phone disclosure is too limited.
