Caroline Released Mugshot Availability
No official Caroline County roster, 24-hour or 72-hour list, booking-result page, or public photo field was found in the reviewed Corrections and Sheriff channels. No official jail-information mobile app was located either. A person cannot be found by scrolling a county gallery because Caroline County publishes no such gallery.
The Caroline County Corrections FAQ says the facility releases the name, charge, and bond of a person who is housed and treats other information as restricted. That policy does not promise public access to a booking image. It also does not settle every photo request in advance. The records custodian must assess the requested existing image under the Maryland Public Information Act and cite any basis for withholding.
A mugshot is an identification image made in connection with custody. It stays tied to that booking even after release. It does not prove guilt, show the court disposition, or establish whether the subject is now free, supervised, or held elsewhere.
Maryland’s Public Information Act starts with a presumption of access but preserves exemptions for protected personal, correctional, investigatory, juvenile, sealed, expunged, and security-sensitive material. Photographs fall within the broad category of documentary material, yet that definition is not an automatic disclosure decision. The custodian reviews the specific image and record context.
Caroline Released Mugshot Sources
Use the custodian for the correct custody episode. Caroline County Department of Corrections holds the local jail record. DPSCS handles Maryland state correctional records. Other official channels either cover a narrow registered population or a specific public incident rather than all released people.
| Channel | Has a public photo? | How to access |
|---|---|---|
| County roster or release list | No public Caroline roster or photo field | Not available online |
| County jail app | No official app located | Do not substitute another county’s app |
| Caroline booking-photo record | Possibly, subject to review | Request the named booking image through County Office of Law |
| DPSCS public locator | No advertised photo | Use DPSCS PIA for an existing state identification photo |
| Maryland Sex Offender Registry | Yes, for qualifying registrants | Search the official specialized registry |
| Official agency news | Sometimes, incident-specific | Check the official release for that event |
| Commercial copies | Sometimes | Not recommended; verify against the originating record |
The DPSCS Incarcerated Individual Locator is a current-custody placement tool. It does not advertise a photograph and excludes people no longer in custody. A missing result cannot prove release, and DPSCS is not the custodian of a Caroline County jail image. A current county release inquiry is covered on the Caroline County 24-Hour Release List.
Request a Caroline Booking Photo
Direct the local request to the Caroline County Office of Law and clearly identify Department of Corrections as the source department. The office is at 109 Market Street, Room 110, Denton, MD 21629. Its published PIA designee number is 410-479-4136.
- Identify the subject. Give the full name, date of birth or other lawful identifying detail, booking number if known, and a narrow custody date range.
- Name the record. Ask separately for the existing booking or identification photograph tied to that Caroline County Detention Center booking.
- Choose delivery. Request an electronic copy and ask for a cost estimate before the charge exceeds a stated limit.
- Address protected parts. Ask for redaction or separation of exempt content instead of withholding an otherwise separable image or record.
- Review the response. If access is denied, ask for the statute or exemption relied upon and the available review remedy.
Do not ask the county to create a gallery, crop a new image, or compile an analysis. The Public Information Act applies to existing records. General Provisions §4-351 can allow withholding of investigatory or correctional records when disclosure would be contrary to the public interest, but that does not support a blanket promise that every image is public or private.
Caroline Photo Request Timing
The county’s FY2024 fee schedule lists electronic copies as free where possible. It lists black-and-white letter copies at $0.25 per page, color letter copies at $0.30 per page, certification at $1 per page, and no copy charge when the total is under $5. Search, review, and preparation costs follow the schedule after two free hours. Confirm current charges before relying on old rates.
Maryland General Provisions §4-203 calls for immediate production when possible. Otherwise, production must occur within a reasonable period that does not exceed 30 days. If the custodian expects more than 10 working days, written notice generally explains the delay, expected time, estimated cost, and available remedies.
The request should seek the image and enough booking information to establish that it belongs to the right person and episode. A photo without its agency, booking date, or identifier can be wrongly matched. The custody or court record should then be checked for the later disposition and release path. Keep the agency response with the image so its source remains clear.
Note: The county’s fee document is from FY2024, so ask for a present estimate before authorizing search or copy costs.
Caroline State-Custody Photo Requests
A person transferred from Caroline County Detention Center to Maryland prison has two distinct photo records. The Caroline booking photo remains a county record. An identification image created during state custody belongs to DPSCS. One agency should not be asked to supply the other’s record.
For the state image, use the DPSCS Public Information Act process. Identify the state custody episode and request an existing identification photograph, subject to exemptions. DPSCS lists a PIA Coordinator at the Office of Constituent Services, 6776 Reisterstown Road, Suite 212, Baltimore, MD 21215, and accepts requests through its published channels.
The state fee page lists $0.50 per page, another $0.50 per page for certification, plus postage, with the first two search and preparation hours free. An image may be part of a broader correctional record and still require review for personal, investigatory, case, or security material. Request separable content instead of assuming the whole file will be released.
Official Caroline Photo Channels
The Maryland Sex Offender Registry includes a photograph in public registration statements for qualifying registrants. It serves an ongoing statutory registration function. It is not a general jail-release gallery and should never be used to infer that any released person belongs there.
The official registry screen illustrates the narrow nature of that channel:
The screenshot supports only a specialized registry search, not a Caroline County mugshot archive or a general release finding.
Caroline County Sheriff press releases may also carry incident-specific images. A press image is tied to that public statement. It is neither a complete booking archive nor proof that the named person was released. Check the jail record and court disposition separately.
Note: A registry or news image applies only to its stated purpose and cannot stand in for the original Caroline booking record.
Verify Copied Caroline Mugshots
Commercial mugshot and data-aggregation pages are not recommended. No commercial URL is provided. A copied image may be stale, linked to the wrong namesake, stripped of its booking date, or left online after the official court trail changes. Some operators also charge removal fees, which creates a conflict Maryland law addresses.
Local news may use an official image when reporting a specific arrest or agency release. The article can help identify the source, but it does not replace the government record. Match the image to the named agency, booking episode, and case before drawing any conclusion. An arrest photo alone says nothing about the charge outcome.
Maryland Case Search can supply the judicial context through charge dispositions and event history. Its online notice also explains suppression rules. The official Case Search notice is shown below because a vanished public docket can affect later verification. The broader Caroline County released inmate search explains how court events fit the custody trail.
The notice reinforces why an old copied photo and a current online court search may no longer show the same public trail.
Maryland Mugshot Removal Rule
Maryland Commercial Law §14-1324 targets operators that charge to remove arrest or detention images. After a qualifying expungement, shielding or removal from inspection, or vacatur, a person may send the prescribed request. The operator must remove qualifying material within 30 days, confirm within five business days, and charge no fee.
This is not a blanket ban on publishing mugshots. It does not make every government image confidential, guarantee removal from every lawful source, or turn a private removal offer into an official remedy. The rule is specific to covered operators and qualifying records.
The statute’s official page documents that narrow focus:
The law separates a no-fee statutory request from paid removal marketing and does not endorse any commercial removal service.
Caroline Mugshots After Expungement
Expungement removes eligible case information from court and law-enforcement records. Shielding removes eligible information from public access while preserving some authorized access. Neither process should be reduced to a promise that every copied image will disappear at once.
Maryland Courts advises preserving lawful personal copies and the order before expungement because copies may be unavailable afterward. That matters when sending a qualifying request under §14-1324. The order and a clearly identified image help connect the removal request to the correct matter.
Official Case Search rules also suppress some favorable outcomes from online display and can remove certain stet matters after a set period. An absent docket does not prove that the original booking never occurred. Conversely, an old image does not prove the present availability of the underlying government record.
Note: Verify each image against the originating agency and current court record before treating it as tied to a released person.
